Building Resilience in Major Hazard Chemical Plants
In recent days, we had the pleasure of taking part in the fourth coordination meeting hosted by an Italian Prefecture, focused on preparing a complex exercise and related crisis communications for a chemical plant classified as a major accident hazard site (RIR).
This is a highly articulated setting involving all institutional and emergency stakeholders—including Fire Brigades and various police forces—and represents a critical testing ground for assessing the overall system’s response capability.
From Scenario Design to Operational Preparedness
The exercise, promoted by TT&A Advisors on behalf of the client, initially required an intensive effort in designing the emergency scenario. This is a crucial phase: the quality of the scenario directly determines the level of realism and, ultimately, the effectiveness of the entire exercise.
In the coming weeks, we will be engaged in developing the communication plan for the population of the municipalities involved, in close coordination with public authorities and under the direction of the Prefecture. This activity requires alignment, clarity of messaging, and the ability to reach all stakeholders rapidly and effectively.
Exercise Objectives: Beyond Emergency Response
Once the scenario has been defined, each stakeholder within the system is tasked with setting its own objectives. For the company, alongside the management of the emergency “top event,” three key areas emerge:
Management of on-site call flows, ensuring responsiveness and operational continuity
Media management, to control the narrative and provide timely, accurate information
Family assistance, to support relatives of those involved in a structured and effective way
These areas have been the focus of dedicated training and preparation activities delivered by TT&A Advisors over recent months, confirming that crisis communication is a central—rather than ancillary—component of managing complex events.
The Value of Institutional Collaboration
A distinctive element of this process is the quality of institutional coordination. The attention, commitment, expertise, and realism demonstrated by the Prefecture official leading the initiative—across meetings and the update of the External Emergency Plan—represent a key enabling factor for the success of the exercise.
Effective emergency response is built on strong public-private collaboration, clear roles, and shared objectives.
Preparedness
Exercises are not a formal requirement to be fulfilled, but a strategic investment. They allow organizations to test processes, identify critical gaps, and strengthen the capabilities of the people involved.
In high-risk environments, the difference between effective management and loss of control is often determined well before the event itself occurs.
